Short answer: yes, outdoor advertising in the UAE is regulated, and a vehicle carrying advertising is treated as outdoor advertising. What exactly is required depends on the vehicle, the route and whether it drives or parks.
Driving a route is not the same as parking
A vehicle moving along public roads and a vehicle standing still outside a mall are two different permissions. Parking usually also needs the landlord or venue to agree, separately from any authority approval. Many campaigns run a mix of both, which means two conversations rather than one.
What affects the approval
- The emirate, and sometimes the specific area within it
- Whether the vehicle carries a screen, and whether it plays sound
- The content itself, which may be reviewed before it runs
- Where it parks and for how long
- The duration of the campaign
Plan the approvals into the timeline
The common mistake is treating approvals as paperwork to be done once the creative is signed off. Work backwards from the launch date and start the approval conversation at the same time as the artwork, not after it. Content review in particular can send you back to the designer.
